The following text replaces the Equalities Implications text at 9.1 in the report:

 

There is a risk, as noted in point 4.8 above, that the proposed uplift in carelink charges may lead to some users choosing not to continue with the service, which might potentially cause negative health impacts. Given the profile of carelink users, any decline in use is likely to have a disproportionate impact on people with protected characteristics: for example, older people and/or people with disabilities. The Council will monitor uptake of the carelink scheme on a monthly basis and will consider mitigatory measures should a substantial number of users withdraw from the service. For example, working in partnership with the voluntary and community sector to identify community assets which could be used to support vulnerable people in specific geographies.
